Black Thought, AZ (although he has fell off as of late), Phonte of Little Brother, Curren$y and Common.

Although when it comes to the most underrated artist, it has to be Black Thought. Dude has done nothing but put in work with The Roots over the years, 2 classics IMO (Things Fall Apart and Illadelph Halfife) and like you said, that flow, voice, delivery, wordplay, dude is just the perfect MC.
